II.6 Instructions in individual cases:
Although the Minister of Justice, as a rule, has no right to interfere
with the prosecution process, he can give an instruction to the PP to conduct a
preliminary investigation for any criminal offence (sect. 30 ยงย 1 CCP).
(The preliminary investigation is the only phase in the entire criminal
proceedings, which is not considered as an act of prosecution yet).
