II.15 Can the executive influence the prosecution service through its budget?
As Justice is a public service financed by the
State budget, such economic influence can mechanically affect civil servants’
action and determination to guarantee the choices and the priorities in the
policy on crime. There is an obvious link between funding justice
administration and the results in terms of efficiency and quality. However,
this is a political issue rather than a legal one.
