I.18 What are the main technical/legal reasons?

The district prosecutor cannot prosecute when there are legal grounds forbidding prosecution. This applies to the death of the offender, amnesty, repeal of law, authority of the judged thing, compromise and withdrawal of the complaint, general defences, offences poorly established, and so forth.
