I.14 Does the prosecution service have the power to decide on the scope of the police investigation?

Yes: sect. 41 CCP states that the district prosecutor institutes or initiates any step necessary for the discovery and prosecution of violations of criminal law. To this end, he directs the activity of the judicial police officers and agents within the area of jurisdiction of his court. Furthermore, regarding the red handed offence investigation, the district prosecutor may extend the duration of the flagrant offence investigation, sect. 53 CCP.
