I.15 Does the prosecution service have the power to give instructions to the police, which cases have to be further investigated and which cases have to be discontinued?

No such power is possessed by the prosecution as the police and CPS are independent of each other. However, the CPS may inform the police that if particular further investigation is not carried out, they will drop the case or alter the charges.
