III.14 Are these prerequisites laid down in the law?

A very old Royal Ordinance of 1821 laid down for the first time that a full legal degree was a condition to become a higher official in the Department of State and a judge. The Ordinance has, although never formally abrogated, in practice been breached to a large degree, as newer educations have emerged, but as concerns the judiciary and the prosecution service, there is no doubt that the spirit of the old Ordinance still prevails.
