III.12 On what grounds?

No grounds need be adduced, but if a civil servant is dismissed without his own application, except by grounds of his reaching the age of retirement, his organisation has a right to be heard, sect. 31 Civil Servants Act, and if specific wrongdoing is adduced, a hearing chaired by a judge is obligatory, sects. 20-22 Civil Servants Act, which hearing may be open to the public upon application of the civil servant in question.
