II.6 Instructions in individual cases:

In exercising his right of supervision, the Minister of Justice can give the order to the public prosecution service to initiate proceedings in a particular case (sect. 274 CPP). This right – which seems to be seldom used – is not further regulated in the legislation. However it is clear that the Minister of Justice does not have the right to dictate to the public prosecutor in charge of a case what he must say in court, or the right to forbid a prosecution or to order the discontinuation of a prosecution.
